The Tri-City Regional Port District is a special-purpose unit of local government whose general mission is economic development in southwestern Illinois. It is one of 14 public ports in the State. The Port was created in 1959 by the Illinois State Legislature. It has many of the same powers as any municipality in the State, including the right to issue bonds and the power to levy a tax. Some of these powers have never been exercised including the taxation power. Does the Port District receive any general tax revenue? No. The Port District is a self-sufficient organization. The Port District does however, receive occasional grants from the federal or state governments, but these grants are competitively selected. How does the Port receive funding? The primary sources of funding for the Port are fees associated with the use of the harbor and property rentals. The Port does receive some funding through occasional federal and state grants, loan funds and bond issues for large construction projects. Explain the difference between the Tri-City Regional Port District and River’s Edge. The Tri-City Regional Port District is the legal entity (property manager and landlord) for all of the Port District’s property. River’s Edge is the name of the 1,200-contiguous-acre development owned by the Port District along the Mississippi River. What is Foreign Trade Zone #31? The Tri-City Regional Port District operates Foreign Trade Zone #31. A foreign trade zone is an area (typically a warehouse) that is deemed by the US Customs Department to be outside of the US Customs territory. Products may be imported from other countries and placed directly in the foreign trade zone. While in the foreign trade zone, the product may be handled, assembled, packaged or destroyed.
